Mayor Walter Wingate had a tough life growing up poor in New York. Knowing that it was not the life he craved, he worked relentlessly, and put himself through an Ivy League College where he met his wife to be, Muffy Vanderbilt. Muffy's family was high society, rich, and powerful. Walter worked every angle to impress and embellish his status and the Vanderbilt 's took the hook. Now all he had to do was make Muffy fall in love with him. From Walter's standpoint, Muffy had a lot to offer; low self esteem and filthy rich parents! All this conniving was hard work and Walter needed a diversion. He fell hard for the beautiful Ginger Graham. She was young, ambitious, and very 'accessible'.
